Description/Comment:


The Procurement Specialist is to promote and implement tactical sourcing activities, while proactively managing assigned commodity and supply base. They ensure items or are purchased from specified suppliers and are delivered upon agreed terms and conditions seeking maximum value for the company including agreed time and cost.




Responsibilities:


- Recommend opportunities to reduce total cost through new sources, substitutions, improved systems or methods, and other supply chain management techniques such as target costing, negotiations, etc.


- Lead sourcing efforts for assigned commodity and key suppliers, in line with Supply Chain strategies.


- Develop local RFPs, obtain and analyze quotations, negotiate total cost elements for assigned commodity.


- Adherence to client  approved Supplier agreements/contracts.


- Work collaboratively and proactively to identify process, sourcing, and contract improvement opportunities.


- Ensure all procurement transactions are conducted in accordance with the client  Financial & Supply Chain procedures and policies.


- Transmits and prioritizes approved purchase orders, with appropriate supporting documents, to Supplier.


- Tracks acknowledgement of order by Supplier Lead times, delivery dates and cost with follow-up communication to Operations and Supply chain.


- Reviews, updates and maintains Open Purchase Orders until closed and resolving reception and invoice discrepancies.


- Prepares and communicates shortage and provides visibility of other potential interruptions to Supply Chain and Operations.


- Create, negotiate and maintain approved suppliers electronic catalogs in SWPS.


- Maintain the regional commodity supplier database and monitor supplier’s performance.


- Participate in regular supplier audits and monitor KPIs for assigned portfolio of vendors.


- Reports Supplier non-conformances and procurement issues in the QUEST.


- Maintain proficiency in all relevant policies and procedures, including the ability to articulate and enforce policies and procedures.- Prepare periodical reports as agreed with management.


- Health, Safety & Environment: Ensure full compliance with HSE policies, in all aspects of the Supply Chain activity.


- Employees may be assigned other duties, in addition to, or in lieu of those described above, according to the needs of the location or Company.Specific deliverables of the position:


- Accurate and timely preparation of Purchase Orders.


- Tracking and update of Open Purchase Orders from approval through to closure.


- Immediate reporting of non-conformances with follow up until resolved.




Candidate must be able to prioritize and manage time, be organized, able to work independently, able to multi-task, have effective communication skills, have a positive attitude, moderate skills. SAP and/or Oracle knowledge would be ideal. Willing to train the proper candidate so supply chain degree/experience is not mandatory but definitely would be an asset.




Specific Skills Requirements:


- Candidate must possess excellent communication skills (both verbal and written), have strong attention to detail, and be proficient with computers to include MS Excel, MS Access and other MS Office programs.


- Candidate must also possess strong organization and problem solving skills as well as the ability to work independently with changing priorities.


- Strong financial metric skills to measure the procurement business.


- Ability to think strategically with excellent quantitative skills.


- Proven record of results based performance.


- Strong initiative and proven project management skills.
